For several months we have worked with 2 separate abstractors to complete the search for total original lots sold in the subdivision. I have attached them here for your review along with a spreadsheet that contains the deed and location of each deed in the Land Records for Cecil County. You will see that we achieved the 80% threshold in December of 1998. The Developer, WSC, Inc., has refused to acknowledge these abstracts and records. They maintain that they still own over 20%. They are deceiving owners by stating properties they repurchase at Sheriff Sale, Tax sale and other methods go back into their inventory. However, HUD (Housing and Urban Development) feels otherwise. The Declaration is for original UNSOLD lots only.
